Prices have been being coordinated in the Russian market since long ago, but ETK was the first to dare engrossing the closed market openly. Having challenged the regulatory bodies in 2003, the owners of ETK embarked on a massive PR campaign in 2004, and then, following a trite scenario, had the decision of the RF Ministry for Antimonopoly Policy (MAP) cancelled by the arbitration court. According to manufacturers, the overriding of the MAP decision by the court has created a grave precedent in the market, and the Russian chemical industry is likely to face new cartel agreements in the near future.

Tragedy of Coatings Market
The consumption of coatings in Russia is constantly growing. Domestic paints are in high demand, so new manufacturers are appearing in the middle and lower segments of the industry. The competition in the Russian coatings market is very tough. However, some companies consider the production of coatings as a serious business, while others are looking at it as an opportunity to get high profit here and now without large investments. Therefore, cases of fraud and unfair competition are frequent in the Russian market. In many countries such cases are controlled by industrial associations. The Russian market also attempts to create similar associations of coatings manufacturers. A community of Russian coating-producing companies is very likely to spring up in two or three years. It will pursue an integrated industrial policy and lobby the industrial interests of its members following western standards.

Ports and Railroad Stations of Big Chemistry
The reduction of transportation expenses is one of the major strategic development directions for any agrochemical company. Being up to 2,000 kilometers away from the nearest seaports, most manufacturers ship their produce along a conventional transportation corridor "railroad - seaport - sea". Naturally, the shipping efficiency here depends on several carriers. The importance of transportation logistics is clear to everyone: railroaders, stevedores, forwarding agents, customs officers, and, certainly, consignors. However, under the conditions, when corporate (and, in case of transit shipments, state) interests of some players contradict the requirements of the others, it proves difficult to provide attractive conditions for all parties of the shipment.
